Candidates who fall under the special access and admission competitions organized nationally by the Portuguese Directorate General for Higher Education (DGES):

• Portuguese staff in diplomatic mission abroad;
• Portuguese scholarship holders and citizens on an official mission abroad;
• Permanent staff of the Portuguese Armed Forces;
• Scholarship holders from the Portuguese-speaking African Countries;
• Foreign staff in accredited diplomatic mission in Portugal;
•  Top-level athletes.
• Nationals from East Timor and children of nationals of East Timor.

Holders of a Foreign Secondary Education Diploma

In what concerns the national higher education contest, holders of non-Portuguese courses legally equivalent to the Portuguese secondary school, may apply with final exams of those subjects in accordance with article 20 of Decree-Law No. 296-A/98 of 25^th September, updated by Decree-Law No. 90/2008, of 30^th May.
